One of the models for urban-style development in Montgomery County is Rockville Town Center. The glitzy redevelopment is packed on weekends, but still some businesses are saying that people are staying away because of parking problems. Originally, parking was free in the three local garages; now it costs $1 per hour. Rockville, which floated $36 million in bonds to pay for the development, isn’t receiving sufficient funds from parking fees and fines to service the bonds, and is making up the difference from general funds. The Town Council is having a lively debate on what to do about the situation.
