The Montgomery County Planning Board continues to mull over the Implementation Guidelines for the White Flint Sector Plan. The Implementation Guidelines will generally cover transportation and staging of development.
The Planning staff has now prepared a memorandum for the Planning Board’s meeting on Thursday. The memo recounts some of the discussion, including one topic which has split the Board 3-2: if development proposals bump up against a staging limit (such as the amount of development which can be approved before needed infrastructure is in place), should the entire proposal be held in abeyance, or just that part that exceeds the staging cap? Three Board members want an all-or-none, and two want some development permitted. The staff has offered a number of reasons why it supports the all-or-none, but hasn’t addressed the partial option.
